Tanning ledges for 1990s and 2000s pools

Most of Steiner Ranch went up in two decades. Of the 6,832 housing units in the Census Bureau's 2020–2024 survey, 4,499, about 65.9%, were built between 1990 and 2009, another 1,754 between 2010 and 2019 and 554 before 1990, and the median home dates from 2004. About 69.2% are single-family detached houses, owners live in about 70.6% of the occupied homes, and owner-occupied homes have a median value of $826,500. The 2020 Census counted 16,713 residents in 5,719 housing units, and the water district plans for about 5,000 single-family homes at build-out, alongside commercial development and three multifamily developments.

Not all of it is built on. About 1,000 acres are habitat for the black-capped vireo and the golden-cheeked warbler, mostly in canyons and natural drainage areas, and the USDA's soil survey shows Brackett-Rock outcrop complex, on slopes of 1 to 12 percent, at the Census Bureau's center point. That point lies about 14.6 miles south of Leander's, as the crow flies.

What the codes say about ledges, benches and steps

The CDC's Model Aquatic Health Code treats underwater shelves, which most owners call tanning ledges or sun shelves, as either a widened top tread of the pool stairs or a stand-alone area many feet in width and length, built so people can lounge in very shallow water, in chairs or on contoured loungers. The residential pool code's nearest limit is the 20-inch one for underwater seats and benches, set out below. Ledge Lounger, an in-pool furniture maker, says such shelves typically run 6 to 9 inches deep, and its fit guide says to take a ledge's length and width at the waterline, not along the coping, to sound the depth in a few spots since many ledges taper, and to check the slope, because a pronounced one can unsettle a chair.

For residential pools, the 2021 International Swimming Pool and Spa Code keeps the top of an underwater seat, bench or swimout within 20 inches of the design waterline. It calls for a means of entry and exit wherever a shallow area runs deeper than 24 inches, and it gives pool stairs treads at least 10 inches deep with 240 square inches of walking surface and risers no taller than 12 inches. Bubblers set into a ledge have their own placement rules: Pentair puts its ColorVision bubbler in 2 to 12 inches of water, at least 3 feet from walls and other bubblers, flush with the finish.

Master Association approval comes first

Any work on the outside of a home or lot needs approval from the Steiner Ranch Master Association's Architectural Controls Committee, and the Association's own answer names pools among its examples; applications go in through its Resident Portal. Its fee list includes a $500 deposit for architectural modifications and a $500 charge for starting construction without approval.

The pool addendum

Pool projects add the Association's Pool Addendum to the modification application. It asks for the pool's distances to the property lines, with a form survey if the pool or deck comes within a foot of a setback, elevation drawings of any water features, a fence plan, a cross-section of the lot's existing and finished grades in relation to the pool, the equipment's location and screening, and the decking, coping and tile. The owner calls the Association's office for a pre-gunite inspection before gunite goes in, and the committee asks for at least ten working days to decide. For a ledge shot onto an existing shell, ask the office which parts of the addendum and which inspections apply.

Setbacks, heights and screening

The Association's design guidelines keep pools and spas at least 5 feet from any property line, open space or common area, or 10 feet from the rear line on golf-course lots. A pool may stand no more than 6 feet above natural grade, and neither may waterfalls, grottos or slides; above-ground pools are banned; pool equipment is screened by a wall or fence the committee approves; and all pool and spa work has to meet local government standards.

Travis County, WCID 17 and draining the pool

County permits and the City of Austin

Apart from about 325 acres in the City of Austin's limited-purpose jurisdiction, Steiner Ranch lies outside city limits, so building permits come from Travis County Development Services. The County's position is that any development in Travis County requires a permit, and it offers a residential permit for building a pool or spa, but its pages don't say whether adding a ledge to an existing pool needs one, so that question goes to the County before the drain-down. Checked against the City of Austin's jurisdiction map, a 40-point sample inside the Census boundary landed entirely within Austin's 2-mile extraterritorial jurisdiction (ETJ, the zone past a city's limits where that city still sets some rules), and that status can change one lot at a time.

Draining under County and district rules

Retrofitting a ledge means draining the pool completely. In unincorporated Travis County, only uncontaminated residential pool water that has been dechlorinated may go to a storm sewer or into state waters; filter backwash and saltwater are excluded. Under WCID 17's Stage 2 drought rules, draining and refilling are allowed only onto ground that soaks up the water, and only to lower rain-raised water, replace hazardous parts or repair a leak; a ledge addition isn't one of the listed reasons, so the drought stage is checked before work is booked. The Association adds that pool drains must meet local standards and may not drain into or across greenbelts, common areas, open space or neighboring lots without the committee's written approval.

WCID 17's water and new-pool standards

The district serves all of Steiner Ranch's Census area through 24-inch mains on Ranch Road 620 that fill two storage tanks holding 2 million gallons between them. Its 2025 report lists hardness at 185 ppm, calcium at 38.5 ppm and alkalinity at 156 ppm, with a pH of 7.81 sampled in 2024, and it describes the water as moderately hard to hard. Its 2023 conservation plan also sets standards for new pools, from no sand filters on private pools to a hose-end timer and a backflow preventer at the nearest hose bib, and says the district will write them into its rules.

How a ledge is added to an existing shell

General practice from the American Shotcrete Association and the National Plasterers Council, once the Master Association has approved the plans and the County has said whether a permit applies. The estimate is drawn up for your own pool.

  1. Approvals first

    The Architectural Controls Committee reviews the plans and the Pool Addendum through the Resident Portal, and Travis County says whether a permit applies before the pool is emptied.

  2. Drain within the rules

    Only dechlorinated water leaves the pool, never backwash, and only where WCID 17's drought stage and the Association's drain rule allow.

  3. Roughen and dampen the old shell

    The American Shotcrete Association wants the old concrete clean and roughened by about 1/16 inch or more, using high-pressure water at 5,000 psi and up or abrasive blasting, and then left saturated surface-dry, which it describes as damp but leaving no water on your hand.

  4. Shoot the ledge

    The American Shotcrete Association rules out a bonding agent between new shotcrete and old, since it may stop the bond instead of helping it, and wants dry-mix gunite that reaches at least 4,000 psi at 28 days, shot by an ACI-certified nozzleman.

  5. Cure it

    The American Shotcrete Association recommends at least 7 days of curing to control shrinkage, warning that wind, heat and dry air raise the risk of cracking.

  6. Refinish and refill

    A retrofit ledge usually means replastering the whole interior. The National Plasterers Council no longer treats a fill-water test as optional, because water high in minerals can scale a new finish and dissolved metals can stain it.
