What a pool remodel can add or change
Pebble Technology International lists the problems that usually start a project: leaks, cracks, mottling, mildew or algae, hollow pool walls, and loose pebbles or tiles. In a remodel, it says, the pool finish and the waterline tile are usually completed at the same time.
Tanning ledges, sun shelves and steps
In-pool furniture maker Ledge Lounger designs for ledges typically 6 to 9 inches deep. For residential pools, the International Swimming Pool and Spa Code caps underwater seats, benches and swimouts at 20 inches below the waterline and requires stair treads at least 10 inches deep. The National Plasterers Council adds that ledges and steps at the waterline are the most exposed to freeze-thaw damage. We build tanning ledge and step additions on existing pools.
Adding a spa
The code limits a residential spa to 4 feet deep, its seats to 28 inches and its makeup water to 104°F. Asked about reshaping a spa's interior and moving its drains and jets, the American Shotcrete Association pointed owners to a local engineer familiar with pools. Adding a spa to an existing pool is one of the remodels we take on.
Water features and waterfalls
Pentair installs its waterfalls in the bond beam just above the tile line or in a raised wall, feeds them from a 20-micron or finer cartridge filter, and plans about 15 gallons a minute per foot of waterfall length. In Leander, any pool with walls or water features 2 feet or more above grade needs an engineer-stamped set of plans. We add pool water features and waterfalls during a remodel or on their own.
Diving pool conversions
The code allows no diving board on a Type O (nondiving) residential pool and sets its shallow end at 33 inches to 4 feet deep. A pool whose deep area is more than 5 feet deep needs a way in and out there too, and a pool with a slope break needs a rope and float line 1 to 2 feet toward the shallow side. We handle diving pool conversion within those limits.
A new finish, tile and coping
The new finish can move up a tier, for example to pebble pool finishes, which the National Plasterers Council rates a 12 to 18 year surface. Dallas–Fort Worth figures show that bundling pool coping repair and replacement with a replaster typically saves 15 to 25 percent on the coping, because the crew is on site and the pool is already drained.

Building onto an existing pool shell
Bonding new shotcrete to old concrete
The American Shotcrete Association says new shotcrete bonds well to an existing surface that is roughened to about 1/16 inch or more, clean and saturated surface-dry, meaning damp to the touch with no water coming off on a hand. A water blaster of 5,000 psi or more, or abrasive blasting, does the roughening, and no bonding agent goes between old and new, because it can act as a bond breaker. It also recommends at least 7 days of curing.
What the code asks of a remodel
The International Swimming Pool and Spa Code, which Leander has adopted in its 2021 edition, says additions, alterations and repairs must meet the requirements for a new system without forcing the existing system up to current code. Minor work may follow the existing arrangement if it isn't hazardous and is approved, and a lawfully built pool may be kept in use if repairs follow its original design. Texas law applies the code to remodels and repairs in a city that regulates pools.
Electrical and plumbing work
The code sends pool electrical work to the National Electrical Code and plumbing to the International Plumbing Code. In Texas, anyone doing non-exempt electrical work must be licensed and work through a licensed electrical contractor, while the plumbing license law never mentions pools, leaving pool piping questions to the local code official. Where state-licensed work is involved, Leander issues the permit only in the licensed person's name.

Leander permits, HOA review and engineered plans
City of Leander permits
Leander requires a permit before any construction inside the city limits, and its list names swimming pools and remodels that involve electrical, mechanical or plumbing work; the City says the list isn't complete, so confirm with a building inspector. Applications go through the online Development Hub, the posted first review for a residential in-ground pool is 5 business days, and the pool plan set includes a plot plan, foundation and decking details, and lighting with its bonding. Before work starts, we'll talk through the pool remodel permits and HOA approval your project needs.
HOA and architectural committee approval
The Crystal Falls committee reviews pools, decks and hardscaping, takes up to 30 days, and for a pool wants the water's edge at least 10 feet and the deck edge at least 5 feet from the property line. Block House Creek charges up to $1,000 to review a pool application, and Travisso may ask a $500 refundable deposit on major projects, or $1,500 for a pool that accesses the greenbelt or common areas. In a Texas association of more than 40 lots, an owner can appeal a denial to the board. Leander Pool Resurfacing will talk through which approvals your remodel involves before work is booked.
Outside the city, Leander Pool Resurfacing also handles pool remodeling in Cedar Park and nearby towns.

How much should a pool renovation cost?
National 2025 figures average $10,484, with most projects between $5,597 and $15,771, depending on the pool's size, type and the extent of the work. Another national guide puts the typical remodel, resurfacing a 12 by 24 foot concrete pool and updating a 300 square foot deck, at about $15,000, of which about $9,000 is materials. Pool size swings it widely: national figures for a 20 by 40 foot pool run $2,400 to $52,000.
Is remodeling a pool worth it?
It depends on the shell and on what you want changed. The code lets a lawfully built pool stay in use when repairs follow its original design, and lets additions meet new-system rules without rebuilding the rest. National remodel figures show the spread: about $2,000 can refresh tiles or equipment, while changing a pool's size or shape costs $15,000 or more. Universal White Cement warns that voids behind delaminated plaster can let water in and lead to structural or rust problems.
Can a pool be remodeled?
Yes. The International Swimming Pool and Spa Code's chapter on inground residential pools covers modification and repair as well as new construction. Remodels can add tanning ledges, steps, spas, water features or new finishes, or convert a diving pool to a Type O pool with no board, and each follows the code's limits, such as underwater benches no deeper than 20 inches and a residential spa no deeper than 4 feet.
How long does a pool remodel take?
A project can run a week or much longer, depending on its scope, says Pebble Technology International. New shotcrete needs at least 7 days of curing, per the American Shotcrete Association, and tile makers want 10 to 14 days for grout to cure before the refill. Approvals add time: the Crystal Falls committee has 30 days to answer, and the City posts 5 business days for a first review of a residential in-ground pool permit.
Do I need a permit to add a tanning ledge, spa or water feature in Leander?
Expect to ask the City first. Leander's permit list names swimming pools, and remodels that involve electrical, mechanical or plumbing work. Its pool plan set asks for water features, plumbing and electrical details and the lighting's bonding, and any wall or water feature 2 feet or more above grade needs engineer-stamped plans. The model code calls for a permit to alter or repair a pool. Rules and fees change, so confirm with Leander Development Services; for a free estimate, call Leander Pool Resurfacing.
