The Handbook of Texas says the area was developed in the 1960s as a lake resort, with summer homes, camping and water sports as the draws, and the City's history adds that World War II veterans and other military retirees began moving in during the 1950s and 1960s. The homes span the decades since. Of 4,926 housing units in the Census Bureau's 2020–2024 survey, 583 date from the 1970s and 695 from the 1980s, 1,397 in all before 1990 (about 28.4%), while 2,901 were built in 2000 or later. The median home dates from 2004 and about 84.5% are single-family houses, survey estimates with wide margins for a place this size. Permits for repairs

Lago Vista's code makes it unlawful to build, alter or perform repairs on any building or structure without a City permit. An owner may make minor repairs that are not otherwise regulated, but has to contact the City first, each time, to find out whether a permit is required, and the City has struck the Residential Code's list of work exempt from permits altogether. Swimming pools and fences each need a permit of their own, separate from a building permit. No City rule names coping or resurfacing, so the question goes to the Building Department before any coping comes off.

The deck, bonding and inspections

The City's Pool Checklist asks for all deck construction details with their bonding methods, and its Pool Permit Guide lists a bonding inspection and a deck inspection before the pool final. Stage 3 can bar filling a pool with City water unless it is covered when not in use, and Stage 4 bans filling or topping up existing pools with City water, so the stage in force is checked before any water is let out of the pool.

  1. Ask the City

    In Lago Vista the first call goes to the Building Department, since repairs to a structure need a permit unless the City says otherwise.

  2. Lift the old coping

Does the Lago Vista Property Owners' Association approve pool work?

No. The association says it doesn't regulate architectural or building requirements on private property, and that no association permission is needed for a fence, solar panels or a pool; owners go to the City of Lago Vista for permits. Tessera on Lake Travis has its own homeowners association, which runs and maintains Tessera's pool area, fencing included; no published design rules of its own for private pools were found.

Does an older pool in Lago Vista need a fence?

Yes. City code requires every outdoor pool to be fully enclosed by a fence or wall at least 4 feet high, with no opening over 4 inches and gates that close themselves, and since April 15, 2003 that rule has applied to existing pools too. Pools covered by the state's rules for apartment complexes and property associations follow those instead. Before a pool's final inspection, the owner may sign the City's barrier statement, certifying UL 2017 alarms on the required doors and windows, with the off switch at least 54 inches up, or window opening controls, and an automatic closer that makes each gate self-closing and self-latching.
