Pool shells on shallow, rocky ground
At the point the Census Bureau uses as Jonestown's center, the USDA soil survey maps Brackett-Rock outcrop complex on 1 to 12 percent slopes. Jonestown requires a building permit to erect, alter or enlarge any structure, and its permit list names swimming pools, remodels and additions, and fences. The City's Residential Building Packet adds repairs to the work that needs permits and makes the property owner and the contractor jointly responsible for getting them, and the development code says repairs and alterations must meet the provisions for new buildings unless it says otherwise. The adopted codes, in effect since January 9, 2025, are the 2021 International Residential, Building and Existing Building Codes and their companions, with the 2020 National Electrical Code. From the same date, the City's development code also adopts the 2021 International Swimming Pool and Spa Code for every pool and spa in the city limits.
The City's application guide sends building a new pool, and replacing an existing one, to the Swimming Pool application, but it has no line for pool repair, crack repair or resurfacing, and it asks anyone unsure whether a project needs a permit to contact Development Services before starting. Applications carry the City's contractor registration form, master licenses and a certificate of liability insurance, a site plan showing the septic tank and drain field where a lot has no public wastewater service, and, in a subdivision with an active HOA or POA, written approval from its architectural committee. New homes in a subdivision governed by a planned unit development agreement, such as The Hollows, may have different restrictions.
Pool fences and front yards
No outdoor private pool at a home may be built without an enclosure at least 4 feet high that surrounds it completely, every gate in it needs a self-closing latch, and a house door forming part of the enclosure is exempt. Pools may not be built in a front yard, and the City's fencing rules add that pool fences must meet state standards and the City's adopted building codes.
Community and public pools
For public pools and spas, Jonestown adopts the state's public pool standards and the state's pool-yard enclosure law as City rules. Inside the city limits, water comes from Jonestown Water Supply Corporation, a non-profit owned by its members and tied to no city or taxing district; private wells aren't allowed unless the corporation has refused service. Its 2025 report says the water comes from Lake Travis and is disinfected with chloramines, averaging 2.2 mg/L, and it prints no hardness, calcium or alkalinity figure.
The corporation has been in Stage 2 of its drought plan since January 30, 2024, and Stage 2 allows watering once a week, between 7 p.m. and 7 a.m., on days set by address; check the corporation's current schedule. One of its Stage 2 triggers is combined storage in Lakes Travis and Buchanan reaching 900,000 acre-feet.
Under Stage 2, draining and refilling a pool is allowed for only three reasons: lowering rainwater to the normal level, repairing or replacing pool parts that have become hazardous, or repairing a leak, and the water has to go onto pervious ground or a surface that sends it straight there. Stage 3 bans filling or topping up any pool and allows new pools only with an automatic cover, though community pools may be exempt. The stage in force is checked before any water comes out for a crack repair.

Jones and his brother Warren established Jonestown in the late 1930s and that the community incorporated in the 1980s, reporting 683 residents in 1988, 1,250 in 1990 and 1,681 by 2000.
