Wells, lake pumps and the water a leak takes

Volente runs no public water utility. The village's 2011 residents' guide says existing homes draw water from private wells or lake pumps and use septic systems, and that the village chose not to provide public water unless it becomes practical and necessary. On the Texas Water Development Board's map, only one public water system, Sail Haven, lies inside the village's Census boundary, covering about 14% of it, and the village's center point falls in no mapped system. Outside that one system's area, a leaking pool is topped up from a well or a lake pump rather than a city main, and no utility report gives a hardness figure for that water. Work on the well itself is regulated too: drilling, deepening, plugging or altering a water well needs a site development permit from the village, and the drilling must be done by a licensed well driller.

How much loss points to a leak

The U.S. EPA's WaterSense program lists evaporation, cleaning, leaks and splashing as the ways pools use water, and says a pool losing more than 2 inches a week, or 3 inches in hot, dry areas with high evaporation, likely has a leak. Wet spots around the pool, or air bubbles in the return line or the pump strainer, can be signs as well.

The bucket test

The EPA's pool guide describes a 24-hour test for a day without rain or heavy wind. Shut down the filter, cleaners and automatic fill, fill a 2.5- to 5-gallon bucket to about an inch from the top, set it on a step so at least two-thirds of it sits under water, and mark the water levels in the bucket and the pool. If the pool loses more than the bucket, it may have a leak. The EPA also suggests switching an automatic fill off for 24 hours every three months as a check, since a stuck fill valve can send water to the overflow drain, and it warns that small leaks can quickly turn into big ones.

Lines and pressure tests

The 2021 International Swimming Pool and Spa Code (Volente has adopted the 2018 edition) calls for circulation piping, other than piping built into the pool itself, to hold a hydrostatic test of 25 psi for at least 15 minutes, and it bars testing plastic water piping with compressed air. Village permits for structural pool work

Volente requires a building permit to build or structurally alter a pool or spa, or the enclosure around one, with an exception only for a prefabricated wading pool under 5,000 gallons; the code calls a pool serving no more than two homes a private facility. The village adopted the 2018 International Swimming Pool and Spa Code on June 20, 2023, by Ordinance 2023-O-219. Its building permit application covers pools, there is a separate Pool Permit and Pool House Permit Application, permit fees may be paid only by check, and the fee schedule lists the residential pool and hot tub fee, based on valuation, as $150.00 and cost plus 15%.

The code doesn't say which leak repairs count as structural, so that question goes to the village before work starts; nothing here should be read as a repair being exempt. Fences around pools must meet the pool code and the village's own ordinances, and any fence or wall behind the front-yard line is capped at 8 feet.

The Lower Colorado River Authority issues septic permits in Volente, and the village can't issue a residential site development and building permit until LCRA's is in hand; LCRA has regulated septic systems within 2,000 feet of Lake Travis since September 1971. At its Census center point, the USDA soil survey maps Brackett-Rock outcrop-Real complex on 8 to 30 percent slopes, one point rather than the whole village. Volente's code bans construction or land disturbance on natural grades of 25% or steeper and keeps any swimming pool out of erosion setbacks that protect a stream. LCRA treats Lake Travis as full for water supply at 681 feet above sea level, and the lake can hold another 33 feet of floodwater, so any land in that flood pool can go under.

Backwash and drained water

Volente bans filter backwash from a pool, fountain or spa, and pool water holding any harmful amount of chlorine, muriatic acid or other pool chemical, from its stormwater drainage system. Its wastewater rules count pool water and filter backwash as drainage water and keep it out of the public sewer unless the rules allow it. From Dodd City to a village incorporated in 2003

A post office opened at Volente in 1886 and closed in 1909, after which the community's mail went to Cedar Park, the Handbook of Texas records. Lake Travis partly flooded the area in the 1930s and residents moved to higher ground, and in the 1940s and early 1950s the community was called Dodd City before taking back the name Volente, which the Handbook traces to the Latin word meaning 'to be willing'. The village didn't exist as a town government until it incorporated in February 2003, and in July 2010 it counted about 500 homes and expected no more than 900 to 1,000 in all.

The 2020 Census found 561 residents and 315 housing units, 77 of them vacant, and the Census Bureau estimates 521 residents for July 1, 2025. In the 2020–2024 survey, 153 of 347 housing units, about 44.1%, were built before 1990, including 58 in the 1970s and 36 in the 1980s, and the median home dates from 1995. About 98.3% are single-family detached houses and the median owner-occupied home is valued at $1,091,100, survey estimates with wide margins. The village's services page lists Grandview Hills Elementary, Four Points Middle and Vandegrift High for local children, and in a straight line Volente's Census center point lies about 9.3 miles south-southwest of Leander's.

Does the Village at Volente Owners Association review pool projects?

It describes itself as "not a regulatory HOA". The VOV Owners Association covers the Village of Volente subdivision, Phases 1 to 3, along Sherman Street, Beauregard Drive and part of Jackson Street; it says it doesn't seek to interfere with how owners enjoy their own property, and it maintains and secures the Boat Ramp Park. Pool permits come from the village itself.

How does a pool count toward Volente's impervious cover limit?

It depends on the backwash. Impervious cover, the hard surface that stops rain soaking in, may not exceed 20% of a single-family site, and any part of a property below Lake Travis's normal pool level of 681 feet is left out of the site area. The code counts a pool's water surface as impervious cover if its backwash discharge carries more than 0.1 milligrams per liter of chlorine, and doesn't count it if the backwash carries less.
