Sun City Texas and the club at Berry Creek

Sun City Texas, the first Del Webb community in Texas, was launched in 1994 on more than 7,000 acres of ranch land on Georgetown's western edge. City Council approved the plan in February 1995, and the first residents had moved in by spring 1996. The community association now counts more than 17,000 residents and lists eight swimming pools along with five amenity centers, three championship golf courses and four fitness centers. The Club at Berry Creek, founded in 1986, keeps a Junior Olympic-style pool of its own.

Apartment and multifamily pools

Georgetown's Unified Development Code makes apartment developments and manufactured-housing parks provide shared amenities, from one for 13 to 49 units up to five for 200 units or more, and a swimming pool is one of the listed choices. The code asks for commercial-quality equipment, kept up by the developer, an incorporated homeowners or property owners association, or the community's owner. In the Census Bureau's 2020–2024 survey, about 10.0% of the city's housing units sit in buildings of 20 or more units, and 10,814 of its occupied homes are rented.

The City's pools

Georgetown Parks and Recreation runs one indoor and three outdoor swimming pools, plus four splash pads. The Williams Drive Pool is the largest: 50 meters long, divisible into eight lanes, four feet deep overall with a 12-foot diving well. The Recreation Center's indoor pool has eight lap lanes, and the Village Pool runs 4 to 5 feet deep.

State rules that come with a Class C pool

Texas classes a pool run for apartments, condominiums, property owner associations, clubs and similar groups as a Class C pool, open to members and guests but not the general public. A residential pool, by the same rules, is one used by no more than two resident families and their guests. The Class C label brings a few rules that shape a resurfacing job.

Enclosures, gates and the 31-day check

Chapter 757 of the Texas Health and Safety Code covers pools owned or kept by apartment and other multi-unit rental owners and by property owners associations. The pool yard must be fully enclosed by a barrier at least 48 inches high, gates need self-closing and self-latching devices, and the owner has to inspect the enclosures, gates and latches at least once every 31 days. Inside the city, Georgetown's own barrier sheet puts the gate latch release on public pools between 52 and 54 inches.

Depth markers and the deep-end line

On public and association pools, the state calls for at least two depth markers set in the top 4½ inches of the wall, just under the coping, in a contrasting color, with numbers and letters at least 4 inches tall and no more than 25 feet apart. A Class C pool deeper than 5 feet also needs a permanent contrasting line where the floor slopes from shallow to deep, such as a row of floor tile at least 4 inches wide. Backwash and drain water

For these pools, the state sends backwash and drain water out through an air gap at least two pipe diameters above any flood level, treated chemically or in settling tanks to neutralize the chemicals first, and never through a hard connection to a sanitary sewer or septic system.

Resurfacing a Sun City pool: ModCom review first

In Sun City Texas, the covenants require a modification application to the Modifications Committee (ModCom) before any change to the exterior of a home or its lot, under Design Guidelines the association's board approved on May 21, 2026. Pool projects use separate B1 application forms for hardscape (patio, deck, pool and spa), for landscape and for fencing. The association's pool worksheet has a line for the tile and surface coating materials, and the City of Georgetown permit comes after the association's approval.

The guidelines also say materials used in maintenance, repair or replacement must match the original construction in color, composition and type. They don't say whether a pool's interior finish counts, so a change of finish color is a question for ModCom before anything is ordered. Pool and spa drains must meet the City's requirements, and no pool may be drained onto a golf course, open space or any other property, common or residential.

Around the pool, color coatings on patios and porches are allowed with an application, textured coatings that resist slipping are encouraged, and the association publishes a list of pre-approved concrete coating colors dated September 15, 2021.

City permits, draining and refilling inside the city limits

Permits and contractor registration

Inside Georgetown's city limits, a City permit is needed to install an in-ground pool, a spa or a hot tub, in commercial or residential use. The pool permit applies only inside the limits, not in the extraterritorial jurisdiction (ETJ, the band outside a city where it has some say) or the county, though a pool with an autofill in the ETJ needs a plumbing permit; the City's interactive map shows which side of the line an address falls on.

Georgetown works to the 2021 International Swimming Pool and Spa Code, and since August 1, 2024 all pools have had to be engineered, with in-ground pool plans sealed by a professional engineer licensed in Texas. Swimming pool contractors register with the City, at no cost, before pulling permits. The City's permit lists name swimming pools but not resurfacing, replastering or retiling, so whether resurfacing an existing pool needs a permit is a question for Georgetown Development Services before the drain-down.

Draining the pool

The City's draining guidance is to stop adding chlorine, let the water sit undisturbed for at least five days, test that the residual is below 1 ppm, and drain onto your own yard where the water can soak in, never into the street or a storm drain. City code treats pool water and filter backwash at 1 ppm of chlorine or more, or carrying a harmful amount of muriatic acid, as a prohibited discharge. On permitted pools, backwash lines run to a P-trap connected to the sanitary sewer.

Refilling under the drought stages

On October 1, 2026, the City's water page put every Georgetown Water Utility customer in Drought Stage 1, which has no pool clause. In Stages 2 and 3, water may go into a pool only to keep its purification system running or to protect the pool's structure, and Emergency Stage 4 bans using water to add to, fill or maintain any pool or spa, so the stage is checked before a pool is emptied.

From an 1848 county seat to a city of 100,000

Georgetown was founded in 1848 and named for George Washington Glasscock, who with his partner Thomas B. Huling gave the land for the site. By local tradition, the county's first six commissioners met under an oak tree that May to choose a county seat. The Williamson County Courthouse on the Square, completed in 1911, is the fifth to serve the county, and Lake Georgetown, the flood-control lake that followed heavy losses in a 1921 flood, opened on October 5, 1979. Local residents and the Texas Legislature have certified the city as the Red Poppy Capital of Texas.

The Handbook of Texas counts 9,468 residents in 1980, 14,842 in 1990 and 28,339 in 2000, and the 2020 Census found 67,176. The City says Georgetown passed 100,000 people by 2025, and that the Census Bureau named it the fastest-growing city in the nation among cities over 20,000 in both 2022 and 2023. Its housing is mostly recent: of 37,206 homes in the 2020–2024 survey, about 68.7% were built in 2000 or later and 6,355 before 1990. In a straight line, Georgetown's Census center point lies about 11.7 miles north-east of Leander's.

How a shared pool is resurfaced

  1. Sign-offs first

    The City's map shows whether the pool sits inside the city limits. In Sun City, ModCom approval comes before any City permit, and the state health department may review public pool plans, telling the owner in writing when it intends to.

  2. Close the pool yard

    While a Texas public pool is closed for renovation, people without permission are kept out of the pool yard and a closed sign goes on the entry gates.

  3. Dechlorinate and drain

    Chlorine is left to fall below 1 ppm before any water leaves the pool, and the water goes where the City's and the state's disposal rules allow.

  4. Prepare the shell

    SGM's installation manual sounds out hollow plaster and saws 3 inches outside each spot, then removes loose material and chlorine-washes away algae, which it says would otherwise cause discoloration and delamination.

  5. Apply the finish

    The National Plasterers Council puts a cement-based finish at an average of 3/8 inch to 3/4 inch thick, and for public pools the 2021 International Swimming Pool and Spa Code asks for interior colors of at least 6.5 on the Munsell value scale.

Is a pool in Sun City a commercial pool?

The association's own pools are. Texas classes pools run for property owner associations as Class C pools, and Sun City lists eight swimming pools among its amenities. A pool behind a single home stays residential, since the state's residential category covers a pool used by no more than two resident families and their guests, but exterior changes on a Sun City lot still go to ModCom first, and the pool's drains still have to meet the City's rules.

How hard is Georgetown's water for a new pool finish?

The published figures don't say. The Georgetown Water Utility's 2025 report, for water drawn mainly from Lake Georgetown and Lake Stillhouse alongside groundwater, prints no hardness, calcium or alkalinity figure. The only mineral numbers found are the utility's 2024 wholesale data, reprinted by the City of Liberty Hill: calcium from 36.3 to 102 ppm, averaging 80.650 ppm, which is not a hardness reading for any one tap. The National Plasterers Council calls testing fill water no longer an option, so the water is tested for pH, alkalinity, calcium hardness and metals on fill day.
