Weir is small. The 2020 Census counted 699 residents and 232 housing units, and the Census Bureau's estimate for July 1, 2025 is 792. Its housing splits two ways in the Bureau's 2020–2024 survey: 50 of an estimated 154 units, about a third, went up in the 2010s, while 63, about 40.9%, date from before 1990, and the median home was built in 1995. Of those units, 85 are single-family detached houses and 69, about 44.8%, are mobile homes. The sample is very small, so every one of these shares is rough.

Williamson County's subdivision records show these recorded subdivisions inside the city limits: East Weir, the oldest, along with Country East Estates and its Section 2, Country Creme Estates, Katy Meadow, Meadowlarke Acres, the Leiv Subdivision, Weir Blocks 9, 10, 11 and 12, one recorded simply as Weir, and the one-lot C M Walker Subdivision of May 17, 2012.

The homes from the 2010s are 7 to 16 years old in 2026. Makers disagree on when fiberglass starts to show its age: River Pools says a pool is usually 20 or 30 years old before it needs refinishing, while ecoFINISH, which sells a refinishing coating, puts the first signs of wear at 10 to 15 years of regular use. The Census doesn't count pools, so a house's age only hints at its pool's.

Stains, scale and wear on gelcoat

Not every mark on a shell calls for a refinish. Tallman Pools, a fiberglass pool maker, sorts stains into organic ones, green, brown or tan from berries, dirt, pollen or algae, and metal ones: orange, brown or tan from iron, green, blue or teal from copper, and brown, black or purple from manganese. White scale comes in two kinds. Calcium carbonate foams under a drop of muriatic acid; calcium silicate shows no reaction and is best left to a fiberglass technician. Tallman says to use only stain removers made for fiberglass, and never to sand, polish or buff the gelcoat unless a fiberglass professional says to. A shell that has turned chalky and rough all over is the wear ecoFINISH describes as the gelcoat breaking down, and that is the point where resurfacing comes in.

Fill water from Jonah Water SUD

On the Texas Water Development Board's service-area map, most of Weir, about 86% of its area by our measurement, lies in Jonah Water Special Utility District's service area, and the Board maps no public water system over the rest. Jonah's 2025 water quality report draws on two sources: groundwater from the Edwards and associated limestones along the Balcones Fault, and surface water from Lake Granger, bought through the Brazos River Authority and delivered by the East Williamson County Regional Water System. The report prints no figure for hardness, calcium or alkalinity.

The Texas Commission on Environmental Quality's records fill in more. They show Jonah serving 29,861 people through 11,912 connections and buying water from the cities of Georgetown and Round Rock as well as the Brazos River Authority's Granger Lake system. One of Jonah's water entry points on the State's list is at 300 N Towns Mill Road, inside Weir's city limits, and a sample taken there on October 21, 2025 measured total hardness of 230 mg/L as calcium carbonate. On the U.S. Geological Survey's scale, which also measures hardness as calcium carbonate, more than 180 mg/L is very hard. The Weir entry point was the lowest of Jonah's in the State's 2025–2026 samples, which reached 361 mg/L at Plant 12 on February 6, 2025, and a sample from the distribution system on May 23, 2023 measured 312 mg/L. Which plant's water reaches a given Weir home isn't known.

Why the refill gets tested

Those are total-hardness figures, while the shell makers set their targets for calcium hardness, and the makers don't agree. River Pools wants calcium hardness under 120 ppm with the pH at 7.2 to 7.4, and it blames calcium for most of the discoloration it sees on fiberglass. Tallman Pools asks for 80 to 120 ppm and warns that a pH over 7.4 together with calcium over 120 ppm is all it takes for scale to form. Latham's warranty, on the other hand, lists 250 to 350 ppm. So a refilled pool is tested before anything is added and then balanced to its own maker's numbers.

Stage 2 and the refill

Jonah has been under mandatory Stage 2 drought restrictions since August 19, 2026. Its Stage 2 response allows filling, refilling or topping up a pool only on the customer's designated watering days, Sundays and Thursdays at even-numbered street addresses and Saturdays and Wednesdays at odd-numbered ones, and only from midnight to 10 a.m. or from 8 p.m. to midnight. Stage 3 keeps that limit, and Stage 4 prohibits filling, refilling or adding water to swimming, wading and Jacuzzi-type pools.

That shapes the choice of coating. River Pools says a polymer powder coating dries almost at once, so the pool can be refilled the same day. Epoxy paint has to cure dry first: Ramuc puts its EP epoxy at 5 to 7 dry days outdoors, plus a day for each day of rain, and Olympic ties its epoxy cure to temperature, from 3 days at 75 to 85°F to 6 days at 60 to 65°F. Either way, under Stage 2 the refill waits for the address's watering days and hours, so check the stage in force with Jonah before any water comes out of the pool.

Draining a fiberglass shell without lifting it

Groundwater is the risk. River Pools explains that water in the soil around a pool pushes up on the shell, and that with too little water inside, the shell can bulge, crack or even float. It adds that sand backfill can liquefy when it is saturated and press against the walls, which is why it recommends gravel. Tallman Pools warns that too much hydrostatic pressure can shift a shell, bulge it or make it fail, and it wants its written authorization before one of its pools is drained.

Weir sits mostly on Blackland Prairie clays. By our measure of the USDA's Williamson County soil survey, four soils mapped on 1 to 3 percent slopes cover most of the city: Austin silty clay 32.4% of the area, including the Census center point, Castephen silty clay 19.0%, Houston Black clay 9.7% and Krum silty clay 8.2%, with frequently flooded Oakalla and Tinn soils along the drainages. The survey rates the Austin and Castephen soils well drained, over soft bedrock typically about 29 and 16 inches down, and Houston Black, a clay that swells and shrinks a lot, moderately well drained. It maps at county scale, so it doesn't replace a check at the lot itself.

None of the 16 ordinances on the City of Weir's ordinance page is titled for stormwater, drainage, nuisances or swimming pools, and no City rule on draining a pool has turned up. The State's rules still cover the water: the Texas Commission on Environmental Quality counts pool drain water as alternative onsite water that an owner may reuse, for landscape irrigation for example, without its authorization. It may not be reused within five days of a shock or acid treatment, and it may not pond or run off across a property line or onto pavement.

Weir's permit rules for pool work

Weir is a Type B general-law city, and its Construction Permit Application lists "Swimming Pool/Spa" among its project types. The form says no work may begin until the required permits are issued and the fees are paid. On January 29, 2026, the City adopted the 2018 International Residential, Building, Existing Building, Property Maintenance, Fire, Plumbing, Mechanical, Fuel Gas and Energy Conservation Codes and the 2020 National Electrical Code, with copies kept by its third-party inspectors. The International Swimming Pool and Spa Code is not on that list.

The fee schedule in effect since February 1, 2026 charges $0.35 per square foot for an addition, remodel or repair permit and $150 for a new fence. No City document says whether refinishing a fiberglass pool counts as a repair that needs a permit, so ask the City of Weir before the job is booked.

As for an association, the Texas Real Estate Commission's register of association management certificates lists none in Weir and none named for Weir, Country East Estates, Katy Meadow, Country Creme or Leiv, so no registered association was found, though a missing certificate doesn't prove there isn't one.

A railroad stop named for an 1850s pioneer

The Handbook of Texas says Weir was founded around 1900 as a station on the railroad between Georgetown and Granger and named for Calvin Weir, a pioneer in the area in the 1850s, whose son Horace became the first postmaster. Residents of nearby Townsville moved in, and Townsville's post office followed in 1903, the year East Weir was platted with 42 lots, according to the County's records; part of it was replatted on November 14, 1905. Weir reached a peak of 300 people in 1930, fell to 100 by 1968, incorporated in 1987 and counted 591 in 2000. It is still growing at the edges: the Census Bureau's figure for its land area rose from 1.627 square miles in 2020 to 1.821 in 2025, and the City's ordinance list includes annexations adopted in September 2021 and March 2022.

How a fiberglass pool is refinished

  1. Name the maker

    The shell's maker and warranty come first, because most fiberglass makers want an authorized dealer, or their written permission, before one of their pools is drained.
