What's normal on a newer finish

The National Plasterers Council says normal mottling, a uniform shaded or cloudy look from differences in moisture and hydration, isn't a defect, needs no remedy and typically lessens or disappears over time. SGM says light mottling during the cure usually evens out over the first six months, while persistent streaks, dark blotches or a chalky film usually point to start-up water chemistry problems. The Council also asks that a finish be judged with the pool full of clean, balanced water, in the morning, the afternoon or on a cloudy day, not with the sun overhead, on a windy day or at night under the pool lights, which exaggerate imperfections.

When a young finish needs a repair

Universal White Cement says delamination in a new or young finish points to more serious underlying problems than the same thing in an old finish near the end of its life, and that areas actively popping off with sharp edges come first. SGM tells owners to call an installer on seeing widespread surface etching, persistent dark mottling, calcium nodules or any sign that the finish is separating from the shell.

Start-up damage that shows up later

The first days after the fill

The National Plasterers Council explains that plaster dust is calcium hydroxide, a by-product of the cement curing underwater. It should be brushed and filtered out within the first 3 to 5 days, or it carbonates and sticks to the surface as calcium carbonate, which is difficult and expensive to remove. The Council puts the greatest risk of pigment masking, white calcium deposits over a colored finish, in the first 3 days after the pool is filled, and it warns that soft fill water can pull more than the excess out of new plaster and weaken the surface.

Chemicals added in one spot

The Council advises pre-diluting chemicals and adding them with the pumps running, in the deep end away from benches, steps and suction lines, then brushing the area, and says chemical feeders must not deliver concentrations that damage or discolor the finish. Universal White Cement adds that salt systems, heaters and spillways create local zones of higher stress on plaster, and that poor circulation or dosing in one spot can shorten plaster life there.

Stabilizer build-up

Cyanuric acid at 100 ppm or above may permanently damage a pool surface, the Council warns. It suggests retesting a reading near 100 ppm on a sample diluted 50 percent, and if it is still near 100, draining or treating the water back to 30 to 50 ppm.

Hutto's water sources and the fill

The City of Hutto's main water source is groundwater from the Carrizo-Wilcox aquifer, and it also buys treated Lake Granger surface water from the City of Taylor and water from Manville Water Supply Corporation. Some Hutto addresses are served by other suppliers, and the City points those customers to Manville's and Jonah Water Special Utility District's own reports.

The only hardness figures in Hutto's 2025 water report sit in the section supplied by Manville, the wholesale seller: total hardness as CaCO3 from 39.7 to 346 ppm, calcium from 10.7 to 83.8 ppm and total alkalinity from 161 to 298 ppm. Those are Manville's figures, not an average for Hutto's tap water. With a spread that wide, the water that refills a repaired pool is worth testing first. The National Plasterers Council calls soft, low-calcium water aggressive, able to pull calcium from plaster, and recommends fill water above 200 ppm calcium hardness, or above 150 ppm for some high-performance finishes.

City pool rules: permits, fences and drained water

Hutto requires a building permit for swimming pools, and its permit list also names remodels with electrical, mechanical or plumbing work and concrete patios. It doesn't say whether plaster repair or a replaster on an existing pool counts, so check with the City's permits office before work is booked. The City also reminds residents that HOA rules or deed restrictions may apply even where no city permit is needed; owners without an HOA can get a copy of their deed restrictions from closing documents or the Williamson County Clerk.

Pool fences

The City's Unified Development Code requires pool areas to be enclosed by a screen or fence 4 to 6 feet tall, with self-latching gates from the street or neighboring property. The required pool fence must be at least 50% see-through with openings no larger than 4 inches, chain link isn't allowed at a public pool, and fence construction must meet the ICC building code as the City has adopted it.

Hutto's 2024 stormwater management program, written under its state stormwater permit, lists dechlorinated swimming pool discharges that don't violate Texas surface water quality standards among the non-stormwater discharges allowed into its storm system, so water drained for a repair is dechlorinated before it goes that way.

A railroad stop named for a rancher

The City's history says cattle rancher James Emory Hutto sold land to the International and Great Northern Railroad in 1876, the train stop took his name, and in 1877 he named his town after the depot when he filed its plat at the Williamson County Courthouse. The City dates incorporation to July 17, 1911. It says the population doubled in the 1990s, reached 18,000 in 2009 and passed 45,000 in 2024, and the Census Bureau's 2025 boundaries put 14.93 square miles of land inside the city, all of it in Williamson County, up from 12.345 in 2020. Hutto's Unified Development Code puts the edge of the pool at least 3 feet from any freestanding structure and 5 feet from side and rear lot lines, and the edge of a concrete pool deck at least 5 feet from side and rear lot lines.
