Plan the refill before the pool is drained
A new quartz finish means emptying the pool, and in Pflugerville the water to refill it has been the hard part. After a pipeline failure cut the flow into Lake Pflugerville, the City declared a local disaster on March 4, 2026, and local news reported Stage 3 emergency restrictions that banned filling empty swimming pools. In May 2026 the City moved to a modified Stage 1, which, by news reports that month, still barred refilling a drained pool or putting it back into service from City water unless the City approved a non-City water source in writing. Restrictions change, so confirm the current stage and any approval you need with the City before a drain date is set.
SGM, the maker of Diamond Brite, says to drain a quartz pool only when absolutely necessary and never in its first year, because the finish has to stay submerged; an empty pool exposes it to sun and air, which can cause cracking and delamination, and it should be refilled within 24 hours.
What the fill water carries
City water comes from Lake Pflugerville, which the City fills with water pumped from the Colorado River, and from the Edwards Aquifer. Its 2024 water quality report, distributed June 1, 2025, lists calcium at 40.3 ppm, magnesium at 16.4 ppm, sodium at 27.5 ppm and total dissolved solids at 432 ppm, and prints no total hardness or alkalinity figure. The National Plasterers Council asks for clean potable water for the fill, never softened or reverse-osmosis water, tested for pH, total alkalinity, calcium hardness and metals.

Pflugerville asks owners to drain pools, spas, filter backwash and pool wastewater to the sanitary sewer cleanout whenever they can, at no more than 20 gallons a minute and during low-flow hours: midnight to 5 a.m. or noon to 5 p.m. Where the sewer isn't an option, the City says to let the water stand untreated for 7 to 10 days to dechlorinate, then drain it slowly onto your own grass. Filter backwash must be collected and sent to the sanitary sewer, and the City warns that draining saltwater onto grass and landscaping can damage plants and soil. Draining chlorinated water or backwash to the storm sewer violates the City's Code of Ordinances.
The same guidelines name "acid wash, and plaster wastes" among discharges that must never reach the street or the storm drain. Pflugerville is named for Henry Pfluger, who brought his family from Germany in 1849; residents set up a school in 1872 and a Lutheran church in 1875. The town incorporated in the 1960s, and from 1980 through 1988 new development made it the fastest-growing community in Texas, by the Handbook of Texas's account. The population reached 16,335 by 2000, and the Census Bureau estimates 68,316 for July 1, 2025, almost all of it in Travis County.
Half of today's housing came after the boom. Of the 25,627 units in the Census Bureau's 2020–2024 survey, 12,862 (50.2%) were built from 1990 to 2009 and 4,243 (16.6%) are older; the median home dates from 2004. Blackhawk's development started in the early 1990s, Falcon Pointe's homes went up from 2004 to 2008, and Avalon was built from 2007 to 2020. Taken together, most of the city's homes are 17 to 46 years old in 2026, though the Census doesn't count pools.

What quartz changes, and what it doesn't
The National Plasterers Council says colored ceramic quartz aggregates make a much more durable surface than standard plaster, harder and far more resistant to changing water chemistry, though they cost more. SGM says Diamond Brite can be acid washed several times over its life without permanent damage. Above the waterline, though, Diamond Brite looks drier than the finish below water, may show check cracking and will develop a water line ring, because it isn't impervious to water.
