Deck rules that come with a public pool

Texas public-pool rules adopt the 2021 International Swimming Pool and Spa Code for the construction, alteration, renovation and repair of commercial pools and spas, so a resurfaced deck around a district, hotel or association pool answers to the code's public-pool chapter.

Slip resistance near the water

That chapter asks for a deck or unobstructed access around at least 90 percent of a public pool's edge, walking surfaces that are slip resistant within 4 feet of the pool or spa, and a deck no narrower than 6 feet wherever a pool and a spa sit side by side. The state adds a marking rule of its own: depth markers set in the deck, and the NO DIVING marker and symbol, must be slip resistant as well. Slope, drains and standing water

Texas rules don't allow standing water on a public pool deck and want deck drains kept clean so water can't collect. The code caps a concrete or other non-wood deck's slope at 1/2 inch per foot and expects no more than 1/8 inch of water left standing 20 minutes after the water stops. A coating doesn't change a deck's fall by itself: SUNDEK wants the surface to fall at least 1/4 inch per linear foot beneath its coating and won't guarantee a drainage fix.

Joints, gaps and cracks in the CDC's model code

The CDC's Model Aquatic Health Code is a model, not Texas law, but it spells out public decks closely. It asks for slip-resistant, textured finishes that don't turn slippery under bare feet, wet or dry; rules out carpet, artificial turf and wood on perimeter decks; wants a continuous watertight expansion joint between the deck and the coping; and caps open joints at 3/16 inch. It also makes deck cracks part of the daily inspection, to be repaired once they raise the risk of trips, falls or cuts, or make the deck hard to clean.

County permits outside city limits

Wells Branch has no city government, so building rules come from Travis County Development Services, which covers development outside city limits. Its residential pool and spa permit asks for the appraisal district's legal description, a site plan showing every improvement, any septic system and floodplain on the lot, the start date and the estimated cost. Whether an address also sits in the City of Austin's extraterritorial jurisdiction (ETJ: land beyond a city's limits where the city still applies some rules) is worth checking lot by lot.

Plan review before an extensive remodel

Travis County's public-pool rules, Chapter 260 of the County Code, apply across all of unincorporated Travis County, ETJs included. A public pool can't operate without a County permit, and anyone planning to build or extensively remodel one has to send plans for review before work begins, with the Director of Austin Public Health named as the reviewing official. The rules don't define "extensive", so whether resurfacing a deck on its own needs plan review is a question for Travis County and Austin Public Health before the first coat goes down.

Covenants and the Architectural Control Committee

Homes and lots follow their own covenants. The District has 33 residential sections, each with its own restrictive covenants, and since 1994 it has enforced them wherever no homeowners association does. Under those covenants, all exterior changes, additions and improvements need the Architectural Control Committee's approval before work starts, and the committee has 30 days to review a complete application.

Since September 2, 2025, the District has been under Conservation Stage water restrictions.

Its utility rules require an approved backflow preventer or an adequate air gap on pool and hot-tub make-up water, and they class water from swimming pools as non-domestic waste that can't go into the District's wastewater system without the District engineer's approval. The District belongs to the North Austin Coalition of MUDs, whose stormwater general permit prohibits illicit discharges, and for public pools the state bars any hard connection between the pool's drains or piping and a sanitary sewer or septic system.
