Santa Rita Ranch is new enough that it had no row in the Census Bureau's 2010 list of places; it first appears in the 2020 Census, which counted 3,152 residents and 1,041 housing units. The Bureau's 2020–2024 survey puts the population at 6,586 (±789), about twice the 2020 count, though that figure is a five-year average, not a count. Of the 2,192 housing units in the survey, 1,033 were built in 2020 or later and 1,090 in 2010–2019, about 96.9% since 2010, and only 47 before 1990, with wide margins for a place this size. About 95.8% are single-family detached houses, about 95.1% of occupied homes are lived in by their owners, and the median owner-occupied home is valued at $515,700. No Census table counts backyard pools, so a home's age is only a hint at its pool's.

Why a new finish can scale early

The National Plasterers Council says a new pool finish is especially prone to staining, scaling and discoloration in its first 28 days, which is why start-up calls for frequent brushing and daily testing and adjusting of the water. It asks owners to hold the Langelier Saturation Index between 0.0 and +0.3, especially in the first six months: below zero the water leaches and etches the finish, and above zero it lays down mineral scale and metal stains. Georgetown water at the tile line

Santa Rita Ranch has a Liberty Hill mailing address but not Liberty Hill water. The City of Liberty Hill lists Santa Rita among the subdivisions whose water comes from the City of Georgetown, with wastewater going to Liberty Hill. Georgetown's 2025 water quality report says its surface water comes mainly from Lake Georgetown and Lake Stillhouse under a Brazos River Authority contract, alongside groundwater, and that Lake Travis water bought through the LCRA is treated by Leander and Round Rock before it joins Georgetown's system.

That report prints no hardness or calcium figure. The only calcium numbers found for Georgetown water are its 2024 wholesale samples, reprinted in Liberty Hill's 2024 report: calcium from 36.3 to 102 ppm, averaging 80.650 ppm, and magnesium from 16.9 to 23 ppm, averaging 19.600 ppm. Those are wholesale samples, not a reading at a Santa Rita Ranch tap, and not a total hardness figure.

Evaporation, top-ups and drought stages

Orenda also points out that as a pool loses water to evaporation, the water left behind grows more saturated with calcium. The Pool & Hot Tub Alliance adds that in drought, when hardness creeps up, pH and alkalinity can be lowered to offset it, and it doesn't recommend calcium hypochlorite, which adds calcium. Georgetown listed every one of its water customers under Drought Stage 1 on October 1, 2026, a stage without pool limits. Its drought plan keeps water out of pools in Stages 2 and 3 except to keep the purification system running or protect the pool's structure, and in Emergency Stage 4 no water may go to filling or maintaining any pool or spa.

Testing before and after a cleaning

The National Plasterers Council suggests testing pH, total alkalinity and chlorine once or twice a week, and calcium hardness, stabilizer and dissolved solids once a month. The Pool & Hot Tub Alliance notes that the saturation index shows a tendency, not an amount: water can read high and still not scale, and sequestering agents in the water can hold scaling back. The Council lists a sequestering agent at start-up as optional but recommended by many, and if one is used, it stays in at the maintenance dose.

What the community's design guidelines say about pools

Santa Rita Ranch has no city government, and Williamson County neither zones land nor applies a building code to new homes in unincorporated places like it. Pool rules come instead from the Santa Rita Master Community, the homeowners association managed by Goodwin & Company, which publishes separate design guidelines for its North and South parts, by numbered section, with Middlebrook Ranch and Terra Del Sol covered too. The rules below come from one recorded set, South Section 4A of 2015, so check your own section's.

Pool approvals and upkeep

The guidelines require advance approval of the materials, location and construction of every pool, spa and hot tub, and they want pools in-ground or set in a balanced cut and fill, with no more than three feet of exposed concrete showing on an infinity-edge pool. Screening, fencing, security and maintenance are required of every pool, no pool may be filled until proper fencing is in place, and pool equipment must sit behind landscape or structural screening of approved materials. The developer's guide to the association adds that exterior changes go to the Architectural Review Committee first. The guidelines read say nothing about cleaning or retiling an existing pool, or whether a new tile color needs review, so ask the Santa Rita Reviewer before the tile itself changes.

Crews, greenbelts and backwash

No crew may cross another lot, or a greenbelt or open space, to build or maintain a pool without written approval from that owner or, for greenbelts, from the Santa Rita Reviewer. Media blasting leaves the water cloudy and a little low until the filter clears it, and the filter backwash that follows is covered as well: unless a government agency or the utility approves otherwise, the guidelines keep pool backwash on the owner's lot, out of the street, a neighbor's lot and any drainage easement, and allow it into the sanitary sewer only with the MUD operator's written approval.

County and state rules

For building questions in unincorporated areas, Williamson County points owners to its Road & Bridge Division for a Certification of Compliance, which checks the floodplain. Where a lot sits in a city's extraterritorial jurisdiction, the County tells owners to check with that city, and it notes that emergency services districts, the TCEQ and the Williamson County and Cities Health District may require permits of their own.

  1. Identify the tile

    Glass, glazed ceramic and stone take different treatment, so the tile comes first. Oceanside Glass & Tile says any cleaning method should be tested on a hidden spot before the rest of the band.

  2. Test the water

    pH, total alkalinity and calcium hardness show whether the water is still laying scale down, which decides what happens after the cleaning.

  3. Lower the water

    For blasting, Kramer Industries describes bringing the water about 6 inches below the tile rather than emptying the pool.

  4. Blast or clean by hand

    Glass bead, baking soda or a mineral salt such as kieserite goes on at low pressure. Where the tile maker rules blasting out, as Lunada Bay Tile does for glass and ceramic, the line is worked by hand with an acid-free calcium remover and a nylon brush.

  5. Clear the media and backwash

    Spent glass beads sink to the floor for the pool's cleaning equipment to pick up. The South Section 4A guidelines keep filter backwash on the lot unless a government agency or the utility approves otherwise, and allow it into the sanitary sewer only with the MUD operator's written approval.

  6. Rebalance

    Orenda warns that scale usually comes back unless the water's saturation index is corrected, so the water is brought back into range afterward.

A community counted for the first time in 2020

Texas's environmental agency issued a wastewater permit to Williamson County MUD No. 19 on January 20, 2011, before Santa Rita Ranch homes were built, and the district transferred that permit to the City of Liberty Hill in 2017. The design guidelines for South Section 4A were recorded in Williamson County in 2015, and the developer marked the community's 10th birthday in May 2023. Within the Census Bureau's 2025 boundaries, Santa Rita Ranch covers 3.954 square miles of land and 0.008 square miles of water, and in a straight line its center point lies about 6.4 miles north-northeast of Leander's.

Santa Rita Ranch pool questions

Do the rules for Santa Rita Ranch's amenity pools differ from those for backyard pools?

Yes. Texas classes a pool run for a property owners association as a Class C public pool under the Department of State Health Services rules, even though it isn't open to the general public. State law also requires an association that owns, controls or maintains a pool to enclose the pool yard completely, with an enclosure at least 48 inches high measured on the side away from the pool; that law covers association and multiunit rental pools, not private backyard pools. A backyard pool in Santa Rita Ranch follows the community's design guidelines instead, which in South Section 4A require proper fencing before any pool is filled.

Could the water supplier for Santa Rita Ranch change?

Possibly. On May 2, 2026, Georgetown voters authorized selling most of the City's water utility outside its city limits and extraterritorial jurisdiction, and the City is working to sell territory in the ETJs of Florence, Liberty Hill and Salado. The proposed buyer is National Utility Infrastructure, the sale needs the Texas Public Utility Commission's approval, Georgetown has agreed to sell the buyer wholesale water for up to 10 years, and the City expects to finish between late 2027 and 2029. The City says customers inside its limits and its own ETJ keep the same provider. Whether Santa Rita Ranch addresses fall in the territory being sold wasn't confirmed; the City's transfer map works by address search.
