A spa's water may be no more than 4 feet deep, measured from the design waterline, unless it is a special-purpose spa the authority has approved. Where the seating steps down in levels, no seat or bench may sit more than 28 inches below the water, and the floor may slope no more than 1 unit vertical in 12 horizontal, an 8.3 percent grade. Tying new shotcrete into the old shell
Where a spa meets the pool, new shotcrete goes against the old shell. The American Shotcrete Association says new shotcrete placed against properly prepared concrete, with proper materials, equipment and placement, makes a joint that acts monolithically rather than as a cold joint. It asks for the old surface to be roughened to an amplitude of about 1/16 inch or more, clean, and wetted to a saturated surface-dry state, which feels damp without leaving water on your hand. It suggests a high-pressure water blaster of at least 5,000 psi, or abrasive blasting, to do the roughening, and it advises leaving out bonding agents, which can interfere with the way shotcrete bonds and may even act as a bond breaker. Laitance, the weak film on hardened concrete, comes off first, along with any gloss.

For gunite, the dry-mix form of shotcrete, the Association recommends a 28-day compressive strength of at least 4,000 psi and a nozzleman certified by the American Concrete Institute. It recommends a minimum of 7 days of curing, since young concrete exposed to wind, heat or dry air is more prone to shrink and crack.

Heater and temperature rules
The code caps the temperature of incoming spa makeup water at 104°F and of water at the heater's return outlet at 140°F, and it requires some means of monitoring the water temperature. An electric heater needs a readily accessible on-off switch built into or mounted on the heater, or within 3 feet of it, in addition to the circuit breaker, and a gas-fired heater may not have a pilot light that burns continuously. Leander's fee schedule, as amended June 18, 2026, adds a $40.00 gas test to the swimming pool permit when the pool is gas-heated.
Who does the electrical work
The code sends pool and spa electrical work to the National Electrical Code or the International Residential Code, and Leander has deleted the residential code's electrical chapter and has electrical systems installed under the 2023 National Electrical Code with local amendments. Texas law requires anyone doing non-exempt electrical work to be licensed and to do it through a licensed electrical contractor. The state's electrical act counts hot tubs and spas as pools, and it lets a licensed residential appliance installer connect or disconnect a single-phase pool device of 240 volts or less, installed as a unit, to an existing circuit. Leander's code adds that when licensed trade work is required, the license goes in with the permit application and the permit is issued in that person's name.

Leander requires a permit before construction inside the city limits, and its list includes swimming pools and remodels that involve electrical, mechanical or plumbing work; a spa with its own heater, jets and lights brings electrical and plumbing work into the job. The City's pool plan set asks for pool or spa details, plumbing and electrical details with equipment specification sheets, and a drawing of the lighting and its bonding.
